Proposals Received to Build Glendora to Montclair Project

Yesterday, the Construction Authority reached a major milestone on the 12.3-mile, six-station Foothill Gold Line light rail extension from Glendora to Montclair, as the four shortlisted design-build teams vying to build the project submitted their formal proposals for the Alignment Design-Build Contract. The Glendora to Montclair project is funded by Measures M and R in Los Angeles County, Measure I in San Bernardino County and the State of California?s Transit and Intercity Rail Capital Program, an SB1 program that receives proceeds from the Cap and Trade auction and the recent gas tax increase.

The four shortlisted design-build teams (in alphabetical order) are:

AECOM | Stacy and Witbeck JV
Herzog Rados Lane, a Joint Venture
Kiewit-Parsons, a Joint Venture
San Gabriel Valley Transit Partners (STP), a Joint Venture of Fluor and Ames
The proposals received include each team?s technical approach to completing the design and construction of the project, their management method, proposed key personnel, financial bid and more.

What's Next

Over the next several weeks, six committees of transportation and industry experts, attorneys, financial professionals and partner agencies will review different elements of the proposals and then come together to provide their overall ratings and recommendations. The Construction Authority will once again use a ?best value? approach to evaluating the proposals, where the technical merits of the team and their approach are weighted approximately equally with the bid price.

The Alignment Contract is expected to be awarded in the coming months, with the winning team responsible for building all elements of the 12.3-mile light rail extension, with the exception of parking. Once the contract is awarded, the first ten months to a year of their effort will be spent finalizing the project design and construction work plan, before major construction will begin.

LA Metro Community Events: Gold Line First/Last Mile Walk Audits
Note: These events are being hosted by LA Metro and the Foothill Gold Line corridor cities from Glendora to Claremont (these events are not being hosted by the Construction Authority).


LA Metro and the cities of Glendora, San Dimas, La Verne, Pomona and Claremont invite you to join them for a series of Community Walk Audits. In each Community Walk Audit, attendees and stakeholders will walk together, evaluate the current environment, and envision how to improve access to the future Foothill Gold Line stations.

This event is an integral part of the development of a First/Last Mile Plan for the Foothill Gold Line from Glendora to Montclair. The 12.3-mile Gold Line extension will add stations in the cities of Glendora, San Dimas, La Verne, Pomona, Claremont and Montclair, and the First/Last Mile Plan will identify pathways and physical improvements which will help people walk to, bike to and otherwise access the future stations.

The events will consist of an introduction to the walk audit, an approximately one-hour walk, and a debrief and survey at the end. The walk will cover one to two miles and may occur during hot weather, so it is recommended to wear comfortable shoes and hats or apply sunblock as necessary. Water and refreshments will be provided by the project team.

Parking is available onsite. Walking, biking or using bus transportation to reach the event is also encouraged.

Project funding in Los Angeles County is mostly from Measure M; with additional funding from Measure R and the State of California Transit and Intercity Rail Capital Program (including funds from SB1).

San Bernardino County funds will be used to extend the line from Claremont to Montclair (with TIRCP and SB1 funds).
